Drukbezocht Japan-NL cybersecurity symposium in Tokio

Tokio, december 2016 – Nederland en Japan zijn beiden toonaangevend waar het gaat om ICT en ICT toepassingen. Koploper (willen) zijn brengt naast kansen ook risico’s met zich. Dat bewijst de toenemende aandacht voor het belang van cybersecurity, en beschermen van kritieke informatie. Tijdens een drukbezocht Symposium in Tokio, geopend door SGEZ Maarten Camps, bespraken Japanse en Nederlands experts en beleidsmakers de gemeenschappelijke uitdagingen, oplossingen en kansen.

Summary

On the occasion of the visit to Japan by Dutch Ministry of Economic Affairs Vice Minister Maarten Camps, a Japan-Netherlands Forum was organized on the topic of cyber security training and expertise on Thursday 15 December 2016, coordinated by RVO and arranged by the office of the Innovation Counsellor at the Netherlands Embassy Tokyo. Focus was on cyber security training and expertise. The event consisted of an interview session and panel discussions by cybersecurity policymakers, universities and companies from Japan and the Netherlands. It was successfully joined by more than a hundred experts from industry, knowledge institutes and government. Meanwhile, a Dutch cyber security delegation including businesses, government and academia, visited Japan between December 12 – 16, 2016, and joined many fruitful meetings in Tokyo, which will  be followed up by the next Dutch cybersecurity mission to Japan aiming to exhibit the Information Security EXPO in Tokyo on 10- 12 May 2017 due to the program PIB Cybersecurity Japan.

The Japan-Netherlands Forum was organized with an interview session and two panel discussion sessions with a theme of Cybersecurity training and expertise: governmental approach (session 1) and Cybersecurity training and expertise: private sector’s involvement.

The interview session was moderated by Mr William Saito, special advisor, Japanese Cabinet Office and joined by two panelists: Mr Maarten Camps, Vice Minister, Dutch Ministry of Economic Affairs and Mr Hiromichi Shinohara, Senior Executive Vice President, NTT. The 1st panel session was moderated by Mr Junichi Eguchi (Information-technology Promotion Agency (IPA)) and joined by 4 panelists: Mr Oscar Delnooz (Dutch Ministry of Economic Affairs), Mr Hans van Loon (The Hague Security Delta (HSD)), Dr Hiroshi Ito (Japanese Ministry of Economy, Trade and Industry (METI)) and Prof Seiichi Shin (Control System Security Center (CSSC)).

The 2nd panel session was moderated by Mr Jan-Hein Chrisstoffels (Dutch Embassy), and joined by 4 panelists: Mr Johan Rambi (EE-ISAC), Ms Eveline Vreede (4TU.Netherlands Insitute Reserch on ICT), Prof Osamu Sudoh (Open Government Consortium (OGC) and Mr Masaya Norifusa (Cyber-Risk Intelligence Center, Japan). The Japanese and Dutch cybersecurity experts presented and discussed about the common cybersecurity challenges and opportunities, and confirmed the importance to collaborate for the furthermore between the both countries.

On July 6 2016 a consortium of Dutch companies, knowledge institutions and The Netherlands Enterprise Agency (RvO) signed a collaboration agreement ‘Partners for International Business’ (PIB). (1) The agreement can lead to great opportunities for Dutch businesses. The consortium furthermore aims at increasing and strengthening research between Dutch and Japanese knowledge institutions. The Dutch cybersecurity delegation that visited Japan from 12-16 December 2016 included 7 PIB members: Alliander, Compumatica, Group 2000, Redsocks, Security Matters, Delft University of Technology, and HSD, plus Dutch Ministry of Economic Affairs. The delegation visited and had fruitful meeting with NISC, Tokyo Olympic Committee, Hitachi Solutions, NEC, Yokogawa Electric and NTT Security. Part of the delegation visited Toyo Corporation, Japan Cybercrime Control Center (JC3) and National Police Agency (NPA).

These meetings will be followed up by the next Dutch cybersecurity mission to Japan aiming to exhibit the cybersecurity major business expo: Information Security EXPO in Tokyo on 10- 12 May 2017 based on the program PIB Cybersecurity Japan.
